Ambassador says US response to Syria 'very stern'

DENVER (AP) ? The U.S. Ambassador to Syria reiterated the Obama administration's approach to the conflict in Syria in remarks Saturday to Amnesty International.

Ambassador Robert Ford said the administration has been "very stern" toward Syrian President Bashar Assad's military and security apparatus.

On Friday, the administration added Assad's defense minister and two other senior officials to a blacklist that freezes any assets they may have in U.S. jurisdictions.

"We put these three individuals on the list because we have clear information and evidence that they are personally responsible for human rights abuses and oppression against the protesters," Ford said Saturday at Amnesty International's annual general meeting in Denver.

The Denver Post reports that Ford said Assad has a short amount of time to stop the violence under a UN special envoy (http://goo.gl/ZetQ0 ).

"We are not particularly interested in anything Assad says," Ford said. "We are interested in what he does on the ground."

Ford was forced to withdraw from Syria in February following an attack on the embassy.

The conference also heard from three American hikers detained in Iran ? Sarah Shourd, Shane Bauer, and Josh Fattal.

As they have before, the jailed hikers called solitary confinement a form of torture and called on the U.S. to lead the world by banning its use.

I have pointed to New Jersey as a real life example of what can happen when insurance reforms take place but there is no incentive for consumers to buy it until the day they need it.

In 1992, New Jersey passed health insurance reform that required insurance carriers to either offer individual health insurance on a guaranteed issue basis or pay an assessment to carriers that did. Other elements of the legislation were:

  • Guaranteed coverage and renewability for all eligible people regardless of their health status. A pre-existing condition exclusion does allow insurers to limit coverage during the first 12 months (a limitation which is not contained in the Affordable Care Act).
  • Guaranteed renewal of policies, provided (1) the insured does not become eligible for coverage under a group plan; (2) premiums are paid in a timely fashion; and (3) no fraud is committed by the insured.
  • Community rating of the premiums, with variation allowed only for family status (single, adult plus child, husband and wife, and family). (The Affordable Care Act allows rate variations of up to three times from young to old.)
  • Standardized insurance plans, referred to as Plans A, B, C, and D (indemnity options) and a single HMO plan.

New Jersey does not have a individual mandate or any other means to encourage participation in the health insurance pool.

What does the health insurance market look like today in New Jersey?

First, there are relatively few insurance plans participating in the New Jersey insurance market. According to the New Jersey Department of Banking and Insurance, if you want to buy a two adult plan with a $2,500 deductible and 80% coinsurance for example, there are only three carriers offering it. The cheapest family plan I found on the state site is a Horizon plan with a $10,000 deductible that costs $1,434.72 a month--$17,217 a year. The cheapest HMO plan was a Horizon plan for $1,546.08 a month--$18,500 per year. Although, the state does also offer very limited and scheduled benefit plans that cost as little as about $600 per month.

A new X-ray study of the remains of an exploded star indicates that the supernova that disrupted the massive star may have turned it inside out in the process. Using very long observations of Cassiopeia A (or Cas A), a team of scientists has mapped the distribution elements in the supernova remnant in unprecedented detail. This information shows where the different layers of the pre-supernova star are located three hundred years after the explosion, and provides insight into the nature of the supernova.

An artist's illustration on the left shows a simplified picture of the inner layers of the star that formed Cas A just before it exploded, with the predominant concentrations of different elements represented by different colors: iron in the core (blue), overlaid by sulfur and silicon (green), then magnesium, neon and oxygen (red). The image from NASA's Chandra X-ray Observatory on the right uses the same color scheme to show the distribution of iron, sulfur and magnesium in the supernova remnant. The data show that the distributions of sulfur and silicon are similar, as are the distributions of magnesium and neon. Oxygen, which according to theoretical models is the most abundant element in the remnant, is difficult to detect because the X-ray emission characteristic of oxygen ions is strongly absorbed by gas in along the line of sight to Cas A, and because almost all the oxygen ions have had all their electrons stripped away.

A comparison of the illustration and the Chandra element map shows clearly that most of the iron, which according to theoretical models of the pre-supernova was originally on the inside of the star, is now located near the outer edges of the remnant. Surprisingly, there is no evidence from X-ray (Chandra) or infrared (Spitzer Space Telescope) observations for iron near the center of the remnant, where it was formed. Also, much of the silicon and sulfur, as well as the magnesium, is now found toward the outer edges of the still-expanding debris. The distribution of the elements indicates that a strong instability in the explosion process somehow turned the star inside out.

This latest work, which builds on earlier Chandra observations, represents the most detailed study ever made of X-ray emitting debris in Cas A, or any other supernova remnant resulting from the explosion of a massive star. It is based on a million seconds of Chandra observing time. Tallying up what they see in the Chandra data, astronomers estimate that the total amount of X-ray emitting debris has a mass just over three times that of the Sun. This debris was found to contain about 0.13 times the mass of the Sun in iron, 0.03 in sulfur and only 0.01 in magnesium.

The researchers found clumps of almost pure iron, indicating that this material must have been produced by nuclear reactions near the center of the pre-supernova star, where the neutron star was formed. That such pure iron should exist was anticipated because another signature of this type of nuclear reaction is the formation of the radioactive nucleus titanium-44, or Ti-44. Emission from Ti-44, which is unstable with a half-life of 63 years, has been detected in Cas A with several high-energy observatories including the Compton Gamma Ray Observatory, BeppoSAX, and the International Gamma-Ray Astrophysics Laboratory (INTEGRAL).

(AP) ? People queuing up for Mega Millions tickets aren't the only ones salivating over the record $540 million jackpot that could be won Friday ? some state governments struggling through lean times know a hometown winner would bring a tax bonanza.

Taxes on a lump-sum payment option to a single winner could mean tens of millions of dollars of badly needed revenue that could go to restore entire social service programs on the chopping block, pay for hundreds of low-income housing units, forestall new taxes or hire more state troopers.

So many tickets have been sold that the jackpot climbed Thursday to the largest in U.S. lottery history, according to officials in Rhode Island, one of 42 states where Mega Millions is played. If a lone winner took the lump-sum payout on the jackpot's current amount, it would be an estimated $389.8 million.

"I'd love it if a Rhode Islander wins," said Rep. Helio Melo, the chairman of the House's Finance Committee.

In Rhode Island, when the tax man comes calling for his 5.99 percent, that would mean an estimated $23.3 million, forked over in a single payment.

With it, the state could pay for most of a $25 million bond for affordable housing that voters may be asked to approve this fall. It could also help Rhode Island reach its goal for aid to school districts for the first time. The state, which has a $7.9 billion budget, is $22 million short.

A big lottery windfall wouldn't solve the state's fiscal woes, but it could help chip away at the debt, pay for one-time expenses or delay budget cuts or tax increases ? including on expensive clothing, pet grooming, car washes and taxi fares ? at least for a year, Melo said.

States set their own tax rates on lottery winnings. New York, for instance, charges 8.82 percent, while several, including California, charge none.

Ohio's share of the lump-sum payout would be $23 million, hardly pocket change but still a fraction of the state's $56 billion two-year budget.

"We're not holding our breath waiting for a tax windfall for the state, but we will always root for Ohio and Ohioans and hope lottery luck comes to a Buckeye," said Joe Testa, the state's tax commissioner.

In Montana, lawmakers already could have an excess of $500 million to work with when they write a budget in 2013. Another $50 million or so from tax collections on an in-state Mega Millions win would be icing on the cake.

State Sen. Dave Lewis, a former Montana budget director who now leads the Finance Committee, said he would use his influence to make sure the windfall is used for one-time spending, such as on buildings and infrastructure.

"I just bought a ticket," he said. "I hope it's me."

Rhode Island already has a tax windfall coming its way from two recent Powerball wins. An 81-year-old Newport woman won the Feb. 11 jackpot worth $336.4 million, and the winning ticket for $60 million jackpot on March 7 was sold here.

The Rhode Island Association of School Committees has asked the state to use the $17 million for technology and wireless Internet in schools. That would be in place of a $20 million bond.

Gov. Lincoln Chafee has said the state, which is facing a $117 million budget shortfall next fiscal year, can't rely on those lottery winnings ? and, of course, no state can. But his director of administration recently weighed in, saying of the tax payment: "We're happy to collect it."

Trayvon Martin PSAs: Chaka Khan, Other Celebrities, Ordinary People Pay Tribute to Slain Teen


A pair of videos - one featuring celebrities, one starring ordinary people - have surfaced online as public service announcements and tributes to Trayvon Martin.

In the first, singer Chaka Khan enlists help from celebrity friends Kelly Price, Eric Benét, Eva Pigford, Kenny Latimore, Terry Crews, Angela Bassett, Kimberly Elise and Loretta Devine, creating this public service announcement for Trayvon Martin:

Donning a black hoodie, Chaka sings “A mama’s cryin’ ’cause another young man has gone and died. He’s not some statistic. He’s an awesome destiny denied.”

In a second video, filmmakers from Newark, N.J., assembled 30 African-American males to lend their voices to speak out on the Trayvon Martin case and the way they believe black males are being perceived in the media and society.

They, too, wear hooded sweatshirts as audio of a 911 dispatcher speaking to George Zimmerman, and Geraldo Rivera's comments, play in the background:

The tributes are moving, however, some have suggested that Martin becoming a national symbol and media obsession has indirectly led to bias against George Zimmerman, who claims self-defense and has not been charged with a crime.

Martin's death is a tragedy and the public is right to question why an unarmed teen was slain. Yet making Trayvon into a martyr or entertainment form oversimplifies a complex matter does little to honor his memory - or the accused's right to due process.

It's important to consider all sides of the issue. Do you agree?

Soooo- how about if you read some of my ideas?

Here are some ideas that I am craving but not sure if it would work LOL. Hopefully it would.

Ideas:
1. She's the daughter of a rich couple while her Momma served their family. Then one morning her Momma no longer woke up. The family decided to take her under their wing, paying for her education. She insisted on working for everything and the rich couple finally decided they'd accept it. She was 10 then and the rich girl was the same age, over the summer they became playmates and every summer the rich family would spend their vacation in their summer house in her town and she serves them. The when she was 15, the rich daughter didn't come back for that summer. 2 years later, she's 17 and a hopeful news of her summer best friend will be paying a visit. Without her parents this time and instead she would be accompanied by her high school friends who are rich as well. Will the rich daughter still notice her presence or just treat her as a mere servant?

2. She was the typical debutante, her parents raised her to be one of the finest women while he (can be a girl and friendship forms) works a few jobs to support his/her art (either music or drawing or writing). What will happen once their paths cross? (This can be have either an 1800s setting or a present time setting).

3. Two cousins who were born in New York are forced to spend a few days before Halloween in the small town their parents grew up, there they realized the have always been a descendant of witches.

4. They are email pals and one summer they've decided to finally meet personally. The decided to spend the break in Florida and can't wait for the adventure they'd experience. (This can be girlxboy or girlxgirl)

5. Any other realistic or paranormal ideas you'd want to RP of course (I'm open for discussions and suggestions Love!) :)

My pet peeves:
1. Totally ignoring our RP just because you prefer your other RPs
2. Making a writer's block an excuse- if you don't have any idea or is bored with RP might as well say it directly! I have no time to wait on someone who's not interested.
3. Uber and massive grammar fails- seriously! I can let a few typos pass but not incorrect grammar in every sentence.
4. Leaving our RP without saying why or even bothering to send a PM that you'll leave.
5. GOD MODDING! Again I am open for discussions if you have an idea, PM me and we can work on that scene or setting!
6. Leaving every decision up to me. That's why it's called a partnership! Suggest and stop acting like you are fine with anything! Suggest and defer my ideas if you think you dont like them.
7. Passive partners- nuff said.

West Antarctic ice shelves tearing apart at the seams

ScienceDaily (Mar. 27, 2012) ? A new study examining nearly 40 years of satellite imagery has revealed that the floating ice shelves of a critical portion of West Antarctica are steadily losing their grip on adjacent bay walls, potentially amplifying an already accelerating loss of ice to the sea.

The most extensive record yet of the evolution of the floating ice shelves in the eastern Amundsen Sea Embayment in West Antarctica shows that their margins, where they grip onto rocky bay walls or slower ice masses, are fracturing and retreating inland. As that grip continues to loosen, these already-thinning ice shelves will be even less able to hold back grounded ice upstream, according to glaciologists at The University of Texas at Austin's Institute for Geophysics (UTIG).

Reporting in the Journal of Glaciology, the UTIG team found that the extent of ice shelves in the Amundsen Sea Embayment changed substantially between the beginning of the Landsat satellite record in 1972 and late 2011. These changes were especially rapid during the past decade. The affected ice shelves include the floating extensions of the rapidly thinning Thwaites and Pine Island Glaciers.

"Typically, the leading edge of an ice shelf moves forward steadily over time, retreating episodically when an iceberg calves off, but that is not what happened along the shear margins," says Joseph MacGregor, research scientist associate and lead author of the study. An iceberg is said to calve when it breaks off and floats out to sea.

"Anyone can examine this region in Google Earth and see a snapshot of the same satellite data we used, but only through examination of the whole satellite record is it possible to distinguish long-term change from cyclical calving," says MacGregor.

The shear margins that bound these ice shelves laterally are now heavily rifted, resembling a cracked mirror in satellite imagery until the detached icebergs finally drift out to the open sea. The calving front then retreats along these disintegrating margins. The pattern of marginal rifting and retreat is hypothesized to be a symptom, rather than a trigger, of the recent glacier acceleration in this region, but this pattern could generate additional acceleration.

"As a glacier goes afloat, becoming an ice shelf, its flow is resisted partly by the margins, which are the bay walls or the seams where two glaciers merge," explains Ginny Catania, assistant professor at UTIG and co-author of the study. "An accelerating glacier can tear away from its margins, creating rifts that negate the margins' resistance to ice flow and causing additional acceleration."

The UTIG team found that the largest relative glacier accelerations occurred within and upstream of the increasingly rifted margins.

The observed style of slow-but-steady disintegration along ice-shelf margins has been neglected in most computer models of this critical region of West Antarctica, partly because it involves fracture, but also because no comprehensive record of this pattern existed. The authors conclude that several rifts present in the ice shelves suggest that they are poised to shrink further.

Michelle Obama To Honor Taylor Swift At Kids' Choice Awards

First lady will present Swift with the Big Help Award at Saturday's show.

Michelle Obama will appear at Nickelodeon's 25th annual Kids' Choice Awards to present a special award to Taylor Swift.

The first lady will be on hand to honor Swift with the Big Help Award, in recognition of her philanthropic efforts, including work with U.S. tornado and flood survivors. Obama herself was the recipient of the award in 2010, in recognition of her Let's Move! Campaign, which champions healthier lifestyles for kids. And, as if that weren't enough to establish her Nick cred, earlier this year, Obama also appeared on a special episode of "iCarly" to promote her Joining Forces initiative to support military families.

The Big Help Award is given to individuals who take actions to better the world and whose impact on their community has inspired kids to do the same. Among her many charitable works, Swift is dedicated to raising funds and awareness to benefit those affected by natural disasters, including opening the last dress rehearsal of her Speak Now Tour to fans as a fundraiser for victims of the 2011 tornadoes that tore through the Southeast. She also works with the Make-A-Wish Foundation, the St. Jude Medical Center, Habitat for Humanity and the Red Cross.

Previous winners of the Big Help Award include Justin Timberlake and Leonardo DiCaprio. Kids can pledge to make a difference in their community by going to the Big Help website, where they can learn how to take positive actions that will directly affect their communities.

The 25th annual Kids' Choice Awards air live Saturday at 8 p.m. ET on Nickelodeon. Someone will surely be slimed — probably not Michelle though.

GREEN BAY, Wis. (AP) ? Another victory in hand but still badly trailing rival Mitt Romney, Republican presidential hopeful Rick Santorum vowed to continue his campaign despite an increasingly steep climb to the nomination.

Santorum, buoyed by Saturday's win in Louisiana's primary that boosted his spirit but did little to narrow the delegate gap, urged his supporters to stick with him even as much of the GOP establishment has coalesced around Romney's increasingly inevitable coronation. Even in the face of the political headwinds, the former Pennsylvania senator seemed unwilling to acknowledge it would take a dramatic change in momentum to deny Romney his turn as the GOP nominee.

"Even though a lot of folks are saying this race is over, the people in Louisiana said, 'No, it's not.' They still want to see someone who they can trust, someone who's not running an Etch a Sketch campaign, but one who has their principals written on their heart, not on an erasable tablet," Santorum said Sunday on CBS' "Face the Nation". "And I think that's what helped us deliver the win in Louisiana, and I think we're going to do very well up here in Wisconsin, too."

But it's going to be a tough fight, for sure.

Romney remains far ahead with 568 delegates to Santorum's 273, according to an Associated Press tally. Newt Gingrich follows with 135 and Ron Paul has 50.

Short the 1,144 delegates it will take to clinch the nomination ahead of the convention this summer in Tampa, Fla., Romney enjoys an organizational and fundraising advantage over his closest rival. For instance, Santorum isn't even on the ballot for the primary in the District of Columbia, for its April 3 primary ? the latest illustration of how the under-funded underdog struggles to keep pace with Romney's years-in-the-making campaign.

Earlier Saturday, Santorum said he wanted to debate Romney without trailing competitors former House Speaker Newt Gingrich and Rep. Ron Paul of Texas on stage.

"This race has clearly gotten down to two candidates that can win the nomination," Santorum told reporters in Milwaukee. "I'd love to have a one-on-one debate."

Romney's team, increasingly confident, dismissed the idea and the win.

"Rick Santorum is like a football team celebrating a field goal when they are losing by seven touchdowns with less than a minute left in the game," said Romney spokesman Ryan Williams, who crashed Santorum's victory party here.

On Sunday, Santorum shot back, saying the comments came from "a desperate campaign that has no message."

Santorum said voters are "looking for someone who's going to win the election because they have better ideas, not because they've been able to pound their opponent into the ground with overwhelming negative ads. That's why we won Louisiana last night and that's why we're going to do well in Wisconsin."

Neither Santorum nor Romney, who took a day off from campaigning, was in the state as Louisiana Republicans weighed in. Both men were looking ahead at the upcoming contests, although the topsy-turvy race has proved unpredictable.

"This race is long and far from over, and to the people of Wisconsin, I just say to you: On, Wisconsin! Let's get it done!" Santorum told a sparsely attended victory celebration, his 11th win.

Tablet gaming showdown: New iPad vs. Asus Transformer Prime

When Apple announced the new iPad earlier this month, CEO Tim Cook claimed that the new iPad?s new A5X chip offers four times the performance of Nvidia?s quad-core Tegra 3 CPU. ?Now that the new iPad has hit the street, we?ve been able to compare its performance to that of an?Asus Eee Pad Transformer Prime, the first?tablet?with a Tegra 3 inside. The results may surprise you.

GLBenchmark 2.1
In GLBenchmark 2.1, ?one of the few benchmarks that has versions for both Android and iOS, the new iPad scored higher. On the program?s Egypt Standard test, which shows a 3-D animation of ancient Egypt, the new iPad and its A5X chip processed 6718 frames at a rate of 60 frames-per-second to the Transformer Prime?s 5,939 frames at 53 fps.?

When GLBenchmark ran the Geometric test (vertex weighted), which measures low-level shader performance, the new iPad processed?7,530,524 frames at a rate of 57 fps while the Tegra 3-based Transformer Prime processed just?3,523,926 at a rate of 27 fps. We saw the same trend on the program?s Fill test, which measures texturing speed, as the iPad processed?1.98 billion textels per second to the Prime?s 404.61 million.

Geekbench
On Geekbench, a cross-platform benchmark that measures raw processing power rather than graphics, the quad-core Tegra 3 blew its competitor way as it achieved an overall score of 1,571 to the A5X?s 692. On the integer (1391 to 614), floating point (2408 to 825) and memory subtests (1076 to 784) , the Tegra 3 dominated, but the A5X bested it by a small margin of 324 to 266 on the stream subtest.

Browser Benchmarks: Peacekeeper and Sunspider
We also tested the new iPad?s Safari browser performance on two synthetic benchmarks and compared the results to those on the Transformer Prime?s stock Android browser. In Peacekeeper, a general-purpose browser benchmark, the two tablets got nearly identical scores of 386 for the iPad and 387 for the Prime.?However, the iPad completed the Sunspider JavaScript rendering test in just 1810 milliseconds to the Prime?s 2216 ms.?

Unfortunately, since the two tablets use two different browsers, it?s impossible to isolate the processor?s role in giving the iPad slightly faster Sunspider results. It?s quite possible that Safari just performs better on this test than the Android 4.0 browser does.

Subjective Gaming Performance
Evaluating gaming performance on any tablet is a mainly subjective task, because there?s no benchmark that measures framerates like FRAPs does in Windows. However, we attempted to see what the differences in appearance were when we played the same game on both devices and placed them side by side.?

When we fired up the jet ski racing game "Riptide GP" on both devices, we noticed immediately that images looked sharper and more colorful on the new iPad?s retina display. Edges of objects like our avatar?s ski jacket, the walls on the racing course, and the writing on the scoreboard looked so much crisper on the iPad?s 2048 x 1536 screen and colors just popped a lot more than on the Transformer?s 1280 x 800 display. The difference in screen quality was only a little less pronounced when we played the third-person shooter game "Shadowgun."

However, when we looked past the beautiful screen, we noticed that the version of the game playing on the Transformer Prime had some additional visual effects that were not present on the new iPad. ?In "Riptide," we noticed more reflections in the water and a splashing effect that made it look like water was hitting the screen when our ski landed from a jump. On the iPad, we just saw a little foam appear on landing, not splashes.

In "Shadowgun," we walked into a scene with a burning helicopter and, on both devices, saw gorgeous billows of smoke and fire rising up to the sky. However, only on the Tegra 3-powered Transformer Prime did the game show two flags billowing in the wind; the flags weren?t even there on the iPad version.

Our experience playing "Shadowgun" and "Riptide" on the two tablets shows how difficult it is to separate processor performance from other system components like the screen. It?s likely that, if we could put a gorgeous 2048 x 1536 screen on the Transformer Prime, these games would have both the great special effects and the sharp, beautiful images.

However, comparing tablet-to-tablet rather than chip-to-chip, the iPad?s screen makes the gaming experience a much tastier visual feast than you get on the Transformer Prime. We hope that upcoming higher-res Android tablets like the 1920 x 1200 screened Transformer Prime TF701 will give mobile gamers the perfect combination of special effects and sharp, vibrant images.

It is also possible that, once developers rework their games for the new iPad?s A5X chip, we?ll see the same kind of added special effects that we see with Tegra 3. Neither "Shadowgun" nor "Riptide" has yet been optimized for the A5X chip, so who knows what they will look like in their next iOS iterations. For now, its clear that the A5X offers better benchmark performance, while Tegra 3-optimized games offer more and better visual effects.?
